Tom McCarthy

Tom has led Niche since its creation in the early 1990’s and has guided the development of the management consultancy ever since. This included the formation of the very successful Mental Health Strategies brand in 2000 which played a significant role in developing NHS mental health policy during the development of National Service Frameworks and Tom was instrumental in designing performance frameworks for their monitoring.

Tom began his career as a Health Economist working at both regional and district levels in the mid-1980s and was heavily involved in developing quality of life indicators at both an academic and practical level. He has used this analytical training within Niche ever since. Tom continues to specialise in developing analytic solutions to complex healthcare quality and capacity challenges. He leads on major assignment delivery and retains his passion for the delivery of cost effective and efficient services.

Qualifications: Tom has a BSc in Economics from the University of Salford and a Master’s in Health Economics from the University of York.

Tom’s recent projects include:

  • Numerous capacity and demand modelling assignments ensuring, either at a trust or whole system level, that patient flow and performance attainment is optimised within the constraints of finances and available workforce.
  • Delivery of a major baseline assessment of NHS financial and service delivery performance in the North West of England.
  • Assisting in the development of low and medium secure services & modelling of options for tertiary mental health commissioning arrangements.
  • Supporting the development of strategic plans for independent sector providers looking to move further into mental health service provision.
  • New Models of Care MERIT Vanguard project: bringing together four West Midland trusts to evaluate the integration of acute and recovery pathways.
  • Assessment of the future configuration of psychology services across a major CCG.
  • Modelling of Child and Adolescent pathway options for an FT.
  • Delivering an assessment of Emergency Department demand, capacity and patient flow for a major London acute provider.
